The North Carolina DOT and DMV deem street legal golf carts as low speed vehicles, LSVs. Therefore they may be driven on public streets with a posted speed limit of 35 mph or lower and must meet several requirements:

Must have a VIN (vehicle identification number)

Must be inspected and registered with NC DMV.

Must be equipped with headlights, break lights, turn signals, tail lights, reflex reflectors, parking brakes, rearview mirrors, windshields, windshield wipers, speedometer, and seat belts.
Be aware that there are local requirements that vary by city, town and neighborhood. Before purchasing a golf cart always check your local ordinances. Always keep in mind of the places you'd like to travel on your golf cart. For instance your neighborhood might not require a street legal golf cart but you might need it to be street legal to travel to the grocery store located just outside your neighborhood gates.
